Good evening ladies and gentlemen, welcome to the SNOC Annual General Meeting 2009.
| 21. |
The Commission remains an important arm of SNOC as it is established for the athletes by the athletes. |
| |
|
| 22. |
Together with partner Adecco Singapore, the AC worked with the Singapore Sports Council on its new Programme for Athletes’ Career and Education (PACE) program. In PACE the SNOC- Athlete Career Program package is made available to all athletes under SSC’s ambit. The AC also worked with SYOGOC to include some modules of the ACP for the Culture and Education Program for the young athletes who will be participating in the Youth Olympic Games. |
| |
|
| 23. |
The AC election will be held during the South East Asian Games in December 2009. The SNOC office and AC are currently identifying suitable candidates for the election into the AC. All athletes, past and present, are eligible to serve as office bearers, so we hope to have a good representation of junior and senior athletes in the AC. |

Project 0812 |
| 24. |
The Project which started in 2006, was fully funded by the Singapore Totalisator Board and the Ministry of Community Development, Youth and Sports. The total funds allocated for the project was $7.5 million, but at the completion of the project in September 2008 a total of only $5.5 million was utilised. |
| |
|
| 25. |
With the funding from Project 0812, all 24 athletes from the four National Sports Associations (for badminton, sailing, shooting and table tennis) in the Project made unprecedented progress in that they all qualified for the Beijing Olympic Games on their own merit. |
| |
|
| 26. |
Overall, the project was a success, delivering our long awaited Olympic Games medal. With this, the Project 0812 will now roll into the Olympic Pathway Programme (OPP) for the Olympic Games 2012. Administered and managed by the Ministry of Community Development, Youth and Sports I am confident that OPP, leveraging on the lessons and experiences from Project 0812, will bring more success in London 2012. |

Asian Youth Games (AYG) 2009 Singapore |
| 27. |
The inaugural Asian Youth Games (AYG) Singapore was recently held from 29 June to 7 July 2009. The Games itself is held in FY2009/10 and will be covered in next year’s report. The one-year’s preparation for the Games took place in the year of the report, so I will touch a little on it. |
| |
|
| 28. |
With only a year to prepare for the AYG2009, I must say we passed the test with flying colours, judging from the accolades I have received so far from the Olympic Council of Asia and the NOCs who participated. I have to commend the Asian Youth Games Organizing Committee chaired by Mr Ng Ser Miang, and also the nine National Sports Associations (NSAs) of the sports involved in AYG, in managing their respective competitions and sports venue. |
| |
|
| 29. |
Not only did we excel in hosting the Games, our athletes put up a marvelous performance to win 9 gold, 6 silver and 14 bronze medals. For the NSAs of the medalists this is prove that your talent identification and youth development programs are on track.. |
| |
|
| 30. |
To all the NSAs whose sports will be featured in the Youth Olympic Games next year, let us work on this success so that our next generation of athletes can fulfill their dreams. I believe that with everyone pulling together, the future looks very bright for Singapore sports. |

Youth Olympic Games (YOG) 2010 |
| 31. |
Singapore will be hosting the first Youth Olympic Games (YOG) from 14 to 26 August 2010. It will receive some 3,600 athletes and 800 officials from 205 National Olympic Committees, along with 800 media representatives, 20,000 local and international volunteers, and more than 500,000 spectators. Young athletes between 14 and 18 years of age will compete in 26 sports and take part in the Culture and Education Programme (CEP). |
|
| |
|
| 32. |
Following the appointment of Singapore as the Host City for the 2010 Youth Olympic Games by the International Olympic Committee (IOC) on 21 February 2008, the Singapore Youth Olympic Games Organising Committee, or SYOGOC in short, was formed in March 2008 to deliver the games. |
| |
|
| 33. |
SYOGOC has been working closely with the IOC to co-construct the inaugural games. Two meetings were conducted with the IOC Coordination Commission for the YOG 2009 in October 2008 and May 2009. These are in addition to the numerous working and technical meetings with the IOC YOG Team. Notwithstanding the short timeline, progress is well on track. The key components such as the competition format, venue master plan, culture and education programme, YOG event schedule, and concept of the Youth Olympic Village have been finalized. |
| |
|
| 34. |
YOG Singapore 2010 aims to be an inclusive Games. The community at large has been actively engaged through a series of publicity programmes and community outreach activities, to encourage all to play a part in the Games. For example, the Singapore 2010 CAN! (Create Action Now) series of festivals were created as a major platform to engage the youth and the community. In addition, SYOGOC has also reached out to the international community in Singapore. |
| |
|
| 35. |
The real work to deliver the Games has begun. For the Summer or Winter Olympics, the time between choosing the host city and the games itself is seven years. For this inaugural YOG, we have less than three years. So it is going to be really hard work for SYOGOC. With no time to lose, we will need your whole-hearted support, to deliver a Games that we can all be proud of. All of us who have been there for many Games, know what makes the difference in any Games is not just the grandeur of the facilities, but the warmth and friendliness of the people who welcome the athletes and help them to feel at home and do their best. |
| |
|
| 36. |
I am confident that with your support, we will be ready to host the youth of the world in the very first Youth Olympic Games in August 2010. |
| |
25TH South East Asian Games 2009 |
| 37. |
This December 2009 we will be participating in the 25th South East Asian Games in Laos. The Games will feature 35 sports, and although sports such as bowling and sailing are not featured the other sports in the sports programme do have NSAs in Singapore. I urge these NSAs to start preparing your athletes and teams, if you have not done so. |
| |
|
| 38. |
The Special Training Assistance Committee under Dr Tan Eng Liang has been making its rounds with the NSAs and giving advice on the preparation of the athletes and teams for the SNOC Selection, please heed the Committee’s advice. |
| |
CONCLUSION |
| 39. |
Before ending my report, I wish to thank Singapore Totalisator Board and Singapore Pools, the main sponsors of the SNOC’s programmes and activities, including the sponsorship of our Teams to the major Games and MAP awards. Please join me in thanking them. |
| |
|
| 40. |
I would also like to thank all our other SNOC sponsors and partners. Each one of them is acknowledged in the SNOC Annual Report in pages 34 and 35. Finally, I would like to thank all of you, the NSAs, SSC, officials and athletes at the Games, and the many volunteers who have worked hard throughout the year, for making 2008/09 a very successful sporting year for Singapore. |
| |
Thank you. |
